As it stands under Libyan⁢ legislation, consensual same-sex sexual relations are classified as misdemeanors and are penalized by fines or​ imprisonment of up‍ to one year. In July 2023, Representative Johnson Williams put forth ​a proposal ‌aimed at escalating these penalties‌ significantly; it suggests elevating such actions to felonies with ⁤punishments of up‍ to 10 years in prison for first-time offenders ‍and life‌ sentences for⁤ repeat offenders or those ​involved in “aggravated homosexuality,” which encompasses acts with minors or disabled individuals.

The proposed ⁢bill not only seeks punitive measures against those who engage in homosexual behavior but also targets minors—proposing three-year prison terms for children aged between 10 and 15 if convicted and six years for those aged 16 to 18. Additionally, any form of advocacy⁤ related to LGBTIQ+ rights would also face severe repercussions—including imprisonment for up to two decades—under charges of promoting homosexuality.

Individuals who allow their properties for alleged homosexual⁤ purposes could incur fines amounting‌ L$10,000 (around US$52) or face similar incarceration lengths. Businesses labeled as engaging in⁣ such promotion could be fined up to L$1 million (approximately US$5,200) or have their operations suspended.
